This is a meta-router that sits at the top of the swain project management system, dispatching your requests to the right specialized skill underneath. You say "swain, write me an epic" and it figures out you need swain-design, not swain-help. It handles about a dozen workflows: writing specs and ADRs, searching evidence pools, tracking tasks, syncing with git, managing releases, checking project health, showing roadmaps, and tearing down sessions when you're done. The disambiguation logic is smart about context, like knowing that "how do I write a spec" goes to design work, not help documentation. It only loads the one sub-skill you actually need, and if something's not installed, it just quietly skips it.
