Github Actions Validator

This validates GitHub Actions workflows using actionlint for static analysis and act for local testing before you push to CI. The execution flow is rigid but thorough: it maps every error type to specific reference docs, enforces minimal quoting from those references, and requires a mandatory post-fix rerun to confirm fixes actually work. The error mapping table is smart, covering everything from runner typos to security injection issues. What stands out is the offline-first design: it ships versioned action references and degrades gracefully when Docker or network access is unavailable, marking items as UNVERIFIED-OFFLINE rather than failing. Good for catching workflow problems early without burning CI minutes.
