This is a meta skill that helps you create new Claude Code skills by generating the proper structure and documentation. You'd use it when you want to build a custom skill but aren't sure about the format or what fields to include. It essentially bootstraps the skill creation process, which is handy if you're new to the ecosystem or just want to move faster. The irony of needing a skill to write skills isn't lost on me, but it does lower the barrier to entry for extending Claude's capabilities in your own workflow.
