It reads your SKILL.md files, generates the .claude-plugin/marketplace.json conforming to Anthropic's spec, runs validation, and tests the actual installation flow before opening a PR. The skill encodes hard-won lessons from real marketplace development like schema traps (no $schema field allowed, metadata has exactly three valid keys, strict:false when there's no plugin.json) and the single-skill versus suite plugin decision.
