It checks cloud-side status first (instance health, security groups, network config, Cloud Monitor metrics), then optionally digs into the guest OS using Cloud Assistant for deeper troubleshooting. The routing is scenario-aware, so SSH timeouts follow a different path than high CPU issues. Requires RAM permissions for ECS, VPC, and CMS APIs, plus Aliyun CLI 3.3.3 or higher.
