Unified Notifications Ops

This is for when you have GitHub notifications, Linear updates, CI alerts, and desktop pings all screaming at you from different corners, and you need one coherent operator surface instead of inbox collapse. It walks you through inventorying your current chaos, building a severity model (critical, high, medium, low), collapsing duplicates, and designing an ECC-native routing plan that prefers digests over interrupts and hooks over manual triage. The output is an action-biased consolidation plan, not another notification product. Use it when the real problem is not missing alerts but too many disconnected ones with no clear owner or next action.
