You'd reach for it when you're planning a migration, rolling out new architecture, or restructuring teams and need to map out communication plans, training needs, and transition timelines. It's more about the people and process layer than the technical implementation itself. Useful if you're in a position where you're responsible for making sure changes actually stick rather than just building them.
