Runs a quality audit on your Claude skills directory, checking for overlap, staleness, and whether technical references are still current. Quick Scan mode re-evaluates only changed files in 5-10 minutes, Full Stocktake reviews everything in 20-30 minutes using subagent batch processing. Each skill gets a verdict (Keep, Improve, Update, Retire, or Merge) with a reason that explains the specific defect or value. The checklist is pragmatic: does it overlap with MEMORY.md, do the CLI flags still work, is it actually used. Phase 4 walks through retirements and merges with detailed justification before you confirm anything. If you've accumulated dozens of skills and aren't sure which ones are pulling their weight, this gives you a structured cleanup pass.
