Uv

This handles the boring but necessary job of making sure uv is installed and available on your PATH. It's a prerequisite skill that other Science Skills depend on to run their Python CLI scripts. The setup is straightforward: it checks if uv exists, installs it via curl or PowerShell if needed, then adds it to PATH so you can just type uv commands without thinking about it. Not exciting on its own, but essential infrastructure if you're using any Python-based skills that need a proper package manager underneath.
