Comet Archive

This handles the final stage of the Comet workflow after verification passes. It walks through merging delta specs back into the main spec, moving the change directory into a timestamped archive folder, and annotating design docs with archive metadata. The key bit is it blocks at the start to make you explicitly confirm the archive action with three options: proceed, reopen for more verification, or wait. It runs state checks, executes the archive script, then reminds you to commit the changes since the script doesn't auto-commit. The whole thing enforces OpenSpec's delta semantics and makes sure you don't leave half-archived artifacts in your working directory.
