Comet Open

This handles the initialization phase of Comet's OpenSpec workflow when you need to start a new change or set up a missing one. It walks through requirement clarification, creates the change structure with proposal, design, and tasks documents, and initializes the state machine. The workflow enforces several blocking checkpoints where you must confirm the clarified requirements, approve the change name, and review generated artifacts before proceeding. It also includes logic to detect when a large PRD should be split into multiple independent changes. The whole thing is designed to prevent you from skipping exploration or auto-generating names, which makes it deliberate but thorough.
