Exposes eight tools over MCP stdio including NAV queries, atomic swap calldata generation, MEV-safe investment flows, and governance verification against the 48-hour timelock. Ships with a companion ElizaOS plugin and a `gblin-init` command that drops treasury policy into AGENTS.md for Cursor, Windsurf, and Claude Code. Works in Claude Desktop, Coinbase AgentKit, and any MCP client. All quotes come from on-chain oracles with staleness guards, all transactions route through audited Base mainnet contracts.
