Ln 523 Auto Test Planner

This is a comprehensive L3 worker that generates automated test tasks using risk-based testing methodology after manual testing wraps up. It calculates priority scores (Impact × Probability) to decide which scenarios deserve E2E, integration, or unit tests, then delegates to either ln-301 for new test tasks or ln-302 for replanning existing ones. The workflow is heavily automated: it pulls research from ln-521, parses manual test results from ln-522, analyzes completed implementation tasks, and generates an 11-section test plan including risk matrices and coverage strategy. Supports autoApprove mode for fully hands-off operation. Built for teams running formal test planning cycles where prioritization matters more than blanket coverage.
