This is the meta-skill that watches your work sessions and logs opportunities for creating or improving other skills. It runs during any multi-step task where you're using tools and producing deliverables, capturing patterns like user corrections, repeated workflows, or techniques that worked exceptionally well. The observations feed into weekly reviews where you decide what becomes a reusable skill. It's designed to work reliably when paired with a CLAUDE.md instruction that invokes it at session start, since description matching alone can miss the trigger when you're focused on the task itself. Think of it as the noticing layer that prevents insights from getting lost between sessions.
