This is the skill you reach for before writing any code on non-trivial work. It enforces a hard gate: if you're building a new feature, changing architecture, or tackling anything medium-to-high complexity, you stop and design first. The workflow walks you through project context, asks clarifying questions one at a time, proposes multiple approaches with trade-offs, and builds up working artifacts like TaskIntentDraft and BaselineUsageDraft. It includes complexity budget checks and multiple review lenses to catch product risk and architecture drift before they become code. Once you've got approval on the design, it hands off to writing-plans. The discipline here is refusing to scaffold or implement until the spec is actually ready.
