Ln 010 Dev Environment Setup

Orchestrates fresh Claude and Codex installs plus ongoing drift repair across agents, MCP servers, marketplace plugins, and instruction files. It runs a six-phase runtime that assesses your environment, lets you pick a task tracker (Linear MCP, GitHub Projects, or file mode), then dispatches worker skills only when they have actual work. Phase 1b's tracker selection is persisted to environment state and feeds every downstream task skill in the ln-200/300/400 families. The runtime treats MCP disconnects as reportable surface rather than hard failure, so you can run this even when servers are down. Best used after initial setup or when you suspect agents and tooling have drifted out of alignment.
