Ln 500 Story Quality Gate

This is a heavyweight story quality gate that wraps two coordinators (quality and test planning) into a single four-level verdict: PASS, CONCERNS, FAIL, or WAIVED. It persists resumable runtime state in .hex-skills, supports fast-track routing when conditions allow, and only moves stories to Done on passing outcomes. The workflow walks through discovery, quality checks via ln-510, test planning via ln-520, test verification with a pause-and-resume mechanism, then calculates a final verdict with NFR validation and end-to-end scenario tracing. If you're running a structured gate process where quality and test coverage must be formally assessed before story completion, this gives you the scaffold and state machine. It's opinionated and expects a lot of runtime infrastructure, so it's overkill for lightweight workflows.
