Submit Skill Fix Pr

This automates the tedious parts of submitting skill fix PRs to the microsoft/GitHub-Copilot-for-Azure repository. It runs the validation scripts (frontmatter and references checks), verifies version bumps are in place, pushes your branch, and creates a properly formatted pull request with problem description, fix details, and issue linking. If you're contributing fixes to that repo, this cuts out the manual checklist you'd otherwise follow. The structure is specific to their workflow, so it's mainly useful if you're regularly fixing skills in that particular repository. Worth having if you're doing repeat contributions there, otherwise probably too niche.
