Stage 3b of the Butterbase journey pipeline. This one installs Row-Level Security policies after your schema is built, reading the RLS section from your 02-plan.md and delegating to debug-rls patterns to actually create the policies. It calls manage_rls for user isolation, enabling RLS, and writing individual policies, then verifies everything with a list check before logging to 04-build-log.md. In hackathon mode it gets folded into journey-schema so you don't run it separately. The anti-pattern warning is good: skipping the list verification step is apparently the number one way RLS fails silently in production.
