This loads OpenSpec project context in Chinese, helping Claude discover what specs exist, which changes are in progress, and what capabilities are defined. You'd use it when someone asks "what specs do we have?" or "what's currently being worked on?" instead of manually hunting through directories. The guide includes pre-built commands for listing specs, searching requirements by keyword, and generating dashboard views of the whole project. It's essentially a discovery layer over an OpenSpec directory structure, with all the grep and find patterns you'd eventually write yourself anyway. The token budget note at the end (460 lines) suggests this was built with context window management in mind.
