This is essentially a discovery tool that runs at session start to show you what skills are available in your environment. In the source, it reveals two test skills: skill-producer and skill-consumer from the test-project namespace. It's the kind of meta-utility that makes sense when you're working with a dynamic skill system and need to know what's actually loaded before you start issuing commands.
