Ln 820 Dependency Optimization Coordinator

This is a Phase 2 coordinator that orchestrates dependency upgrades across npm, NuGet, and pip in a single pass. It detects which package managers your project uses, runs security audits to catch critical vulnerabilities, then delegates the actual upgrade work to three specialized workers (ln-821 for Node, ln-822 for .NET, ln-823 for Python). The runtime contract is strict: it won't advance phases until every worker emits a valid JSON summary, and it won't complete until verification passes. Use this when you need to update dependencies project-wide with consistent policies around breaking changes, release age gates, and post-upgrade testing. The phased checkpointing means you can see exactly where things succeeded or failed per package manager.
