When you're debugging why a skill isn't firing or trying to understand the merge behavior between global and project skill-bus configs, this gives you a complete picture of what's actually active. It reads both ~/.claude/skill-bus.json and .claude/skill-bus.json, shows you the merged state, and breaks down insert-level versus subscription-level conditions so you can see how they stack. The simulation mode is the real win: ask "what would fire for X?" and it'll walk through the matching logic with per-condition pass/fail results. It's diagnostic tooling for when the skill-bus feels like a black box and you need to see exactly what's subscribed and why something did or didn't trigger.
