This does exactly what you'd expect: flips the enabled flag back to true after you've paused the skill bus. It checks whether you paused at the global level, project level, or both, then prompts you to pick which scope to resume if needed. The nice touch is that it cleans up the project config file entirely if it only contained the pause setting, avoiding clutter. You'll reach for this every time you've paused subscriptions for testing or debugging and need to turn processing back on. It's the other half of what's presumably a pause/unpause pair, and without both you're stuck manually editing config files.
