Sometimes you need to kill the noise without tearing down your whole setup. This lets you pause all skill bus subscriptions either globally or per-project by flipping a single enabled flag in the config file. It's the difference between yanking cables and hitting mute. The global option writes to your home directory, project scope stays local, and you can unpause with the companion command when you're ready. Most useful when you're debugging something and subscriptions keep firing, or when you want to work in peace without disabling individual hooks. Clean implementation, does exactly what the name suggests.
