This one helps you build or tighten repository skills with clear activation cues, proper metadata, and minimal structure. Reach for it when you're scaffolding a new workflow under skills/, improving discovery wording on an existing skill, or deciding whether references, assets, or helper agents actually add value. It walks you through representative requests, classification (capability uplift versus encoded workflow), and composition type before you write anything. Keeps the main SKILL.md under 300 lines by design, validates metadata constraints, and won't let you scaffold something that should just be documentation. Owned by the Fusion Core team at Equinor, built for repositories with local skill catalogs.
