Ralph Specum Design

This is a coordination layer for Ralph Specum's design phase. It doesn't do the architecture work itself. Instead, it loads your requirements and research, clears any stuck approval gates, then delegates the actual design writing to an architect-reviewer sub-agent. The handoff is deliberate: it reads what the sub-agent produced, merges state to mark the phase complete, updates progress notes, and stops with an explicit approval prompt unless you're running in quick mode. It's built around a specific contract that assumes Ralph's disk structure and spec resolution logic are already in place. Useful if you're deep in the Ralph workflow and want the design step to stay hands-off until you're ready to proceed.
