This is the execution engine for Ralph Specum's task runner. You call it explicitly when you want to run approved implementation tasks from a spec. It coordinates but doesn't execute directly. Instead it spins up spec-executor sub-agents for each task, handles batching when tasks are marked parallel and don't conflict, syncs progress to disk, and manages state between runs. The resume logic is solid: it reads checkboxes from tasks.md as source of truth and repairs state to match. One thing to know is it's strict about the contract. If there's no tasks.md or the spec isn't resolved, it stops. This is middleware, not a standalone tool.
