You establish project principles once, then every feature goes through specify, plan, tasks, and implement phases with explicit traceability back to those principles. The implementation phase uses a coordinator/executor pattern with four-layer verification and progress tracking, so you're not just hoping the AI remembers what matters. The constitution markers throughout artifacts (like [C§3.1] or [MUST]) make governance explicit rather than implicit. It's structured bordering on ceremonial, but that's the point when you need consistency across a large project or team.
