When you've got a big feature that needs to be broken into manageable specs, this is your starting point. It doesn't do the decomposition itself. Instead it spins up a triage-analyst sub-agent to run a four-stage breakdown: exploration, brainstorming, validation, and finalization. You get an epic.md with a spec list, dependency graph, and interface contracts, plus a .epic-state.json to track what's blocked and what's ready. The skill enforces a specific directory structure under specs/_epics and stops for approval before moving on unless you pass the quick flag. Think of it as the coordinator that sets up the workspace and delegates the hard thinking, then hands you off to ralph-specum-start for the actual spec work.
