Ralph Specum Switch

This is a utility for teams using Ralph Specum in Codex who need to jump between different specification documents. It reads your local config to find all spec directories, then switches the active spec by updating a `.current-spec` file in your default specs root. The implementation is thoughtful about ambiguity, it won't guess if the same spec name exists in multiple roots, and it gives you a summary of phase and approval state after switching. If you're managing multiple specs in a project and tired of manually tracking which one you're working on, this handles the bookkeeping. It's narrow in scope but does one thing cleanly.
